Chrome, Edge and Firefox
They have no merge command. Drag a tab from one window's tab bar into the other's, or select several tabs with ⌘ click and drag them across together.
Make apps always open in tabs
System Settings, Desktop & Dock, Prefer tabs when opening documents: choose Always, and apps that support tabs open new documents as tabs instead of windows.
Tabs, or windows side by side?
Tabs hide all but one page. That is tidy, but you cannot see two at once. ClutterFreeMac lets you keep separate windows without the mess: each window sits beside the others on a strip, and windows that belong together can share one column as a stack or as tabs (⌃ ⌥ ⇧ T). See tabs vs windows.
